The bill would have required both men and women to carry at least one condom to prevent unwanted pregnancy and the spread of infectious sexually transmitted diseases.The primary concern of the majority of councillors was that the proposal would encourage promiscuity. Instead, they approved a bill to increase sex education and install condom-dispensers in the city. William Pena, who brought the mandatory condom bill forward, says he will press to take it directly to the people by way of referendum. The city's mayor, Juan Gillermo Vallejo, opposed the measure and thinks Pena is just after publicity.
